About the Role
The Base Manager is the senior leader and ultimate accountable person for all VEHSI activities at the Vreed-en-Hoop Shorebase (Vreed-En-Hoop Shorebase Inc., landlord/shorebase owner). The role is responsible for the safe, efficient, and compliant delivery of Foundational Services (maintenance, security, emergency response, waste management and related services) in accordance with the Operational Maintenance Manual (OMM), Lease Agreement and Bridging Document, in support of the Tenant (ExxonMobil Guyana Limited) and in coordination with Jan De Nul (VEHSI shareholder and EPC Contractor).
Key Responsibilities
1. Shore Base & Facility Management — Lead management of shore base and facility infrastructure (berth, yard, buildings). Ensure compliance with the OMM, preventive maintenance schedules, work instructions and checklists. Drive continuous improvement of the OMM schedule and maximize utilization of the AMOS-X asset management system. Coordinate maintenance, repairs, services, utilities and general upkeep of facilities.
2. Coordination with Tenant (EMGL), JDN & Stakeholders — Serve as primary VEHSI point of contact for EMGL and JDN. Coordinate SIMOPS, berth operations and interface activities with EMGL. Maintain strong working relationships with JDN, regulators and other stakeholders.
3. Financial & Operational Performance — Contribute to preparation and management of the Foundational Services budget. Monitor costs, implement efficiencies and ensure accurate billing and reporting. Report clearly to VEHSI Directors, the EPC Contractor (JDN) and the Tenant (EMGL).
4. Safety, Security & Emergency Response — Ensure compliance with all safety, security (ISPS) and environmental standards. Support emergency response plans, drills and spill response capabilities. Oversee waste management and medical support services within VEHSI scope.
5. Team & Contractor Leadership — Provide leadership and direction to the Foundational Services team and subcontractors. Accountable for FS delivery, with the FS Manager responsible for day-to-day execution. Promote a strong safety culture, accountability and professional development.
6. Regulatory Compliance & Quality — Maintain full adherence to maritime, environmental and port regulations. Establish and monitor QA/QC processes for maintenance and services. Manage procurement of spares, consumables and subcontractor performance.
Candidate Profile
Education — Bachelor's degree in Engineering (Mechanical, Electrical, Marine, Civil), Business Administration, Logistics, Maritime Studies or related field. Master's degree and/or certifications in safety management, emergency response or asset maintenance preferred.
Experience — Minimum 10 years' relevant experience in port/shorebase operations, facility maintenance, or marine/oil & gas environments. Proven track record managing maintenance programs, multi-disciplinary teams and asset management systems (AMOS or similar). Strong background in regulatory compliance, QA/QC, budgeting and stakeholder coordination.
Key Skills — Strong leadership and decision-making ability. Excellent communication, coordination and negotiation skills. Solid understanding of maintenance principles, asset integrity and regulatory requirements. Proficiency in Microsoft Office and asset management software. Ability to work under pressure, manage multiple priorities and deliver results. Proactive, solution-oriented with high attention to detail.
